CIRCULAR NO. 14/89-CONSTRUCTION OF BUILDINGS WITHIN CHURCH LOT BY ANY CHURCH ORGANIZATION.

Dear Monsignor/Father:

Christ’s peace be yours in full-measure!

After consultation with the members of the Archdiocesan Administrative Board, Archdiocesan Consultors; having heard suggestions from some parish priests I find it an urgent need to issue some guidelines regarding the construction of edifices within church lot by any church organization/association.

Having in mind and heart the good of our archdiocese as the compelling reason, I hereby decree:

1. That any building to be constructed by any Church organization within the church lot should be declared and owned by the Roman Catholic Archbishop of Cebu or its assignee.

2. That as owner of the building will be exercised by the Roman Catholic Archbishop of Cebu through its Administrator which is the Parish Priest or unless otherwise specified by the Archbishop.

3. That the building should be for the use and benefit of all the parishioners as a parish pastoral center.

4. That the particular organization spearheading the campaign for funds for the construction of the building will be given preference to the use of the building in case f any conflict with other church organizations regarding the use of the building on a particular day or hour.

I am confident that our diligent observance of these guidelines will usher in a greater awareness of the meaning of the archdiocese and every parish as a living Christian community.
