CIRCULAR # 19/05 – Primer on the Cons of “SUGBUAK”

To all Parish Priests/Heads of Chapliancies/Superiors of Religious Houses

Dear Monsignor/Father/Sister:

Peace!

My stand against the division of Cebu into three provinces is not arbitrary. It is a stand which is in keeping with my mission as Shepherd of my flock, which has consistently manifested to me their legitimate desire to have the unity of our province maintained.

To further clarify the issues that are involved in Sugbuak, I have commissioned the issuance of a “Primer”, which will be used in a systematic information campaign among our faithful. Hopefully, through this information campaign, our faithful’s opposition to “Sugbuak” will be an “enlightened and educated opposition”.

Please, therefore, study the “Primer” with the directors and leaders of the organizations (e.g. the Parish Pastoral Council, mandated Associations, Chapel organizations, the BEC’s) under your care. These directors/leaders will, in turn, study the “Primer” with the people under them.

This information campaign must start as soon as possible. It is my hope that before December, the whole Diocese of Cebu shall have benefited already from this information campaign.
